Overview of Position:
The Assistant Director of Human Resources serves under and in support of the Director of Human Resources. The Assistant Director of Human Resources maintains visibility and credibility throughout the school district by providing expertise and leadership in recruitment, retention, HR systems, training, teacher licensing, state and federal legal requirements, employee recognition, unemployment insurance and worker’s compensation.
Responsibilities/Duties:
- Maintain, research, analyze and synthesize data on staff information, retention, recruitment efforts, state reports, and report findings;
- Develop, document, organize and maintain employee leave detail;
- Compile and assimilate reports and surveys as required by state, federal and other external agencies;
- Oversee and monitor the educator evaluation system and processes, ensuring deadlines for evaluation components are being met;
- Participate in and support school district negotiations with both bargaining units, WWEA and OSEA;
- Oversee and manage worker’s compensation process from initial claim setup to claim closure;
- Coordinates school district student intern placements with partner colleges and universities;
- Assists with the onboarding of Administrator and Licensed staff members;
- Consults with school district administrators on personnel issues, interpreting collective bargaining agreements, and HR systems support;
- Administer school district unemployment process by responding to all correspondences regarding unemployment claims, eligibility, and representing the district at all unemployment hearings.
- Manage and maintain the Human Resources systems (mylearningplan.com, TalentEd Recruit & Hire, iVisions, SafeSchools);
- Prepare and present information to small or large groups and assist with employee training;
- Fulfill all the responsibilities of the Director of HR in their absence, communicating effectively with leadership as necessary;
- Perform other duties.
Essential Knowledge, Skills and Abilities:
- Substantive knowledge of HR legal requirements, pertinent to Oregon Administrative Rules and Oregon Revised Statutes;
- Minimum of a bachelor’s degree in business, human resources management, or related field; advanced degree is preferred;
- Minimum of five (5) years of progressively responsible experience in human resources.
- Minimum of three (3) years of human resources experience in K-12 education setting;
- Ability to maintain professionalism and confidentiality of all district transactions;
- Ability to collaborate and use initiative and judgment in accomplishing tasks;
- Effective oral and written communication skills;
- Ability to work harmoniously with others and demonstrate positive conflict resolutions skills;
- Ability to be flexible and succeed in a high-energy demanding environment;
- Ability to take responsibility for professional learning and maintain professional; and technical knowledge by participating in development activities;
- Must have physical and mental attributes sufficient to perform essential functions and be a contributing member of a team;
- Must have a willingness to take on a variety of new and challenging projects;
- Ability to read and understand policies and follow verbal instructions.
